Meh, the rules were quite clear in the OP that you had to post proof you sent it when you did. If Jc can’t do that, he’s the one responsible for fucking up this round of the notebook, and then whatever the decision was about that beforehand should be put into effect (whether it just be exclusion from any further notebooks or whatever)
