Filter red noise background
Apply layer style blending options to text - gradient and bevel
Throw lens flare somewhere randomly

Got anything a bit more advanced to teach?

That is most of how the effect was made, there is a bit more technique that I think you may enjoy learning if you haven’t already. I may or may not release a tutorial on one of my previous signatures in which is a bit more advanced if you are interested!
