[Tutorial] Creating basic neon lights

Make a new image 3x3
Then zoom in to the fullest and using the pencil tool fill 3 pixels diagonal
After that go to Edit>Define Pattern and save it
To apply it to your image you can
Image>Apply image
Then right click the finished image and go to blending options>pattern overlay and choose
the pattern you created and mess with the setting, lower opacity, scaling etc.
