Wanna use my second monitor but I hate that it increases my clock speeds

it really rustles my jimmies and urks my taters. Is there a way I can have the monitor auto disable itself if my mouse never moves onto it? I don’t want my card running at high clock speeds just because its plugged in

tired as balls but just realized computer hardware discussion is only like 60% relevant

You could probably use http://www.realtimesoft.com/ultramon/ and create a script for it.
